So this is a really long title, but it is all because I’m pretty sure I have to mention this. Salt Lake City is the largest city and a part of the state that has a strip club. At one point, a strip club was being constructed in the city. The plan was to build a strip club with the proceeds being donated to the nearby county, but it was then determined that there was no way for the city to be responsible for that money.
This was a common problem in the late ’80s as strip clubs were seen as a hot-button issue for the entire country. Eventually, the city council made a decision that they would fund the strip club with a tax increase. The strip club would also be a revenue source for the city in the future.
Although you can still rent a strip club (or a motel) for the night, strip clubs are generally considered to be illegal and/or immoral, so the city council felt that they made more sense to have a strip club in the first place.
The problem was, you’d need a licensing board to do the work; strip clubs have been known to be operated by shady characters; and the city council was under the impression that all they needed to do was allow strip clubs to be open 24/7. The city council then made the decision to make strip clubs legal.
Strip clubs are, in the end, illegal because as the city council learned, they are a form of entertainment. The city council couldn’t possibly have known that they were a front for prostitution and the fact that they have a license makes it no more legal. Strip clubs are also a form of prostitution, but the city council also knew that their mission was to make the city a better place to live for its citizens.

Strip clubs have a lot of different reasons to stay legal. One is that they are illegal in too many places. Not just the USA, but in some countries, including Australia. Another reason is that strippers are generally very good at their jobs. This means that a lot of cities, especially those that are very competitive, are not going to fight back against strippers.
